Child Support Services

The Child Support Enforcement Program, authorized under Title IV-D of the Social Security Act, provides services to assist parents in their mutual obligation to financially support and provide health insurance for their child(ren).

In 1999, Gov. Gray Davis signed comprehensive child support reform legislation, creating a new state agency known as the California Department of Child Support Services (DCSS). This agency oversees the Child Support Enforcement Program at the state level. In addition, 58 new county departments were mandated to manage the Child Support Enforcement Program at the county level. The Riverside County Department of Child Support Services, at no cost to families, will: In addition, the California Franchise Tax Board (FTB) has been mandated to develop a new automated, statewide child support system and a centralized payment and disbursement system to process child support payments.

Child Support payments are used to repay government assistance paid to families receiving public assistance, or are sent directly to the family if they are not receiving public assistance.
